Put the text in an editor, and add tags by hand. ASCII text has no
formatting info, so you can't really do much except by hand.
If you have lots of files to convert, it's fairly easy to script
something to add the HTML wrappers, and paragraph markings at each
blank line. But for a single file, use an editor.
