Dunno about Windows Mobile, but for folks using Palm-based phones or PDAs:

 * Start 'Prefs'

 * Choose 'Date & Time'

 * Pop open the 'Location' list

 * Choose 'Edit List...'

 * Select 'Sydney', click 'Edit'

 * Click on the 'Start' box

 * Change to 'First Sunday of October'

 * Click on the 'End' box

 * Change to 'First Sunday of April'

You're done!
