Hrmm... Have thought about the cables - may be worth a shot as the
cabinet is so tight, but it is a long shot...
Aah... A Nvidia "softnic" is on-board both of the machines, and a PCI
Realtek. On Debian the Nvidia is eth0 and Realtek eth1 and vice versa on
the Ubuntu.
Not sure on any control utilities - been a while since I've examined nic
drivers (or any other drivers for that matter). I'll check it out.

So you've got an Nvidia "softnic" (rather like a softmodem, so kind of
icky if you're looking for performance) and a Realtek, which are not
widely known for their performance. I'm not sure that explains the full
extent of your performance problems, but it's a start.
Are there any control utilities or module parameters for forcedeth?
Perhaps you could switch it between performance modes (to favour CPU or
throughput, pick your poison).
Long shot: Make sure you have a good cable.
