That helps for half of it, but you're still on your own when it comes to
upstream qos, which imho is the bigger factor. Personally I use the 'tc'
based tools, prioritising RTP traffic over TCP.
Keep in mind that the SIP ports (5060) don't need any qos - it's RTP
that needs it (so check the apps to see what udp ports they use for rtp).
