I have clients that download
engineering drawings but do it using webdav with apache. so another option i will
look is using bandwidth throttling there ( if there is one - i haven't checked yet).

You can certainly do what Oscar
suggests, but I've found
the easiest way is to use a tool (e.g. wget, lftp)
that
has builtin support for limiting the rate.
