so has my global access control got something to do with it:

Maybe phpldapadmin is confused because you are using the same
rootdn DN and Password. Maybe phpldapadmin is designed
to work for only a single ROOT in slapd. Have not check these.
You may check this by dis-abling one ROOT. Let us know
how you go on this.

Also, depends on login DN and Password used in phpldapadmin.

Because you are able to access ROOT directory with

login  "XXX"  and password "YYY" using ldapsearch,

you should be able to  use the same login and password in
phpldapadmin and access ROOT directory in a single ROOT
slapd.

But because you can't you must check that you are login
using the same. If still you can't, there must be a problem with your
'config.php'.
