So if the directory is say owned by root:root it will need permissions like drwxr-xr-x so that 'others' i.e. apache can read and enter the directory. If the directory is owned by say root:www and apache runs as user www then the directory permissions can be drwxr-xr-- A good way to see if apache can read the directory is to become root then su to the owner that apache runs as.
