Try pressing "1" or "I" when running top.
By default, top displays a total of CPU useage/time. Pressing "1" changes
the display to show individual CPU's.
Of course, this assumes your kernel is actually using both CPU's - have
you compiled/booted with an SMP enabled kernel?
