[SLUG] DSL/ISP Question

Since there are a number of ISP knowledgeable folks on the slug, this
question is for you.

Telstra indicated that they are implementing a 'churn' agreement for
ISPs who use Telstra wholesale to enable people with DSL to switch
providers with a much reduced downtime. Is there anyway of finding our
which ISPs are part of this? It's fairly new (1 month old) and Telstra
have a habit of springing these things on the ISP community so my hopes
aren't high but its worth asking..
