After booting your system from Disk 1 (I'll assume you're using CD's to
install) type
bf24 <Enter>
This will install the 2.4 Kernel.
During the installtion process you will be asked to partition a
harddisk, after selecting your partitions you will be asked if you wish
to ext2, ext3 or reiserfs.
You will only be given the reiserfs option if you type bf24 at the boot
prompt, 2.2 won't give you the option.
Trust me, I've done a bit of Debian installing/reinstalling over the
last few weeks.
