You may find it better not to overlap dynamicly assigned and
staticly assigned addresses,

Gerard> host parisc { hardware ethernet 08:00:09:C8:1D:E2;
Gerard> fixed-address 192.168.1.25;
Gerard> filename  "/tftpboot/dists/woody/main/disks-hppa/3.0.23-2003-03-22/lifimage";
Gerard>  # option root-path "/exports/pariscroot";
Gerard> allow unknown-clients; }

You need to give the filename relative to the tftp root directory.

So that should be:
   filename "dists/woody/main/disks-hppa/3.0.23-2003-03-22/lifimage";

And you don't need the `allow unknown-clients' option here.

Do you have tftp installed? For PARISC, alpha and IA64 you may need
atftpd rather than tftpd --- the firmware uses the TSIZE extension.

You can look at http://www.gelato.unsw.edu.au/IA64wiki/NetBooting
for a howto for netbooting IA64; PARISC is extremely similar (except
you don't need elilo)
