Nothing. It's in testing and unstable only. It's Depends don't look so evil,
so you could download debian-reference-en and debian-reference-common and
manually dpkg -i them. Conversely, you could browse the projects homepage
(http://qref.sourceforge.net/), and see what you come up with.
