It all seems to build ok, and the binaries install, but the install of the man pages fail when tying to create/install to /usr/local/man/man1

Check that /usr/local/man exists and is writeable first.
If this is the first peice of software that puts its man pages in /usr/local/man (as it looks like), then you will want to edit /etc/man.conf (or what/where you system puts it) to include this.
