Have you tried a traceroute? What about downloading files, or pinging
to, a machine on iHug's network (ie. logically closer to your machine
than ftp.icq.com)? Does the latency occur when you're downloading email,
or usenet?
Rather than saying "there's a latency, somewhere", try pinpointing where
it's coming from. Maybe it's not all from your satellite service after
all.
Lastly, have you tried speaking to iHug about the problem?
