No, programmers make use of various libraries to run their program. 

1) try searching on google.com for the library, or

2) try using rpmfind.net (?) to search for an rpm that contains the
libraries you want, or

3) the debian equivalent search is????

I stand to be corrected, but unless it is a static version (all
libraries included), then probably not.
