Don't confuse "carrier" with "dial tone". Carrier is the bearer signal
that supports the data transfer. Dial tone is the sound used to
indicate a usable telephone line. The "X3" command tells the
modem to ignore dial tone. It has no bearing on the carrier.
If your problem is "NO CARRIER", I would suggest that your modem
is in someway incompatable with the answering modem. Check that
the self-same modem is capable of initiating and maintaining a
connection using another machine or operating system, the modem
may be broken. If the modem can work with another machine or
operating system, I suggest you inspect the modem set-up string for
problems.

Not everyone uses mail readers that can easily display HTML
messages. Consequently, you will reach a larger audience if you
post your messages in plain-text. Many people simply ignore
HTML messages, because it takes a nontrivial amount of effort
to read them.
