I'm a big fan of listar www.listar.org.  The developers are really
responsive and are well experienced at running major lists.

My favourite features:
* Quoting enforcement which means Outlook style quoters have to amend
  their ways
* MIME attachment stripping
* Automatic handling of all but the most Notes-ed of bounces

Whatever you do, don't run Majordomo.
