There is a graphical diff program that integrates with RCS and can
handle Word.  Haven't used it though so no idea how well it works.

You _could_ use Word's internal document comparison thingy but it's
shite.

Of course version control for Word is useful primarily for one thing:
corrupted documents.  So diffing and merging aren't really the issue.

A user interface that the admin, sales and marketing staff can use?
Also document management is different to source management.  It also
includes metadata management, searching and tracking.  Not sure if
this person needs all that though.
