OK what happens if you use both is this:
1) Starting up admintool does absolutely nothing to the files.
They just get read by the GUI based program and the values are displayed for
the user.
2) Altering something, changing settings using the GUI does again absolutely
nothing to the files until you either press "Apply" or "OK" to the form.
Then the files are altered.
(actually there's a minor bug in admintool that you have to use one OR the
other, not both but you get used to that). If you press "cancel" nothing
gets changed.
3) Altering the files manually can be done even when admintool is being
used, however like running two edit sessions on one file, the last one to
write gets it.
I think what's happening is the file is not opened for writing until you
actually press the "Apply" or "OK" buttons. That's pretty sensible give the
security aspects, and you would only be expecting one person to be using it
at any one time.

By the way, SuSE Config files give a bit of leeway in that you can over-ride
its desires to update all the system files. Out of the box it comes with
full updating by YAST but you can set it to only update some things instead.
