Well, this would be fairly simple, IMO.
Netenv just calls a script in the /etc/netenv/ directory when you run the
program - so you can do whichever you like there. I used this feature to
set up the firewall rules on the box at the COMPSOC/SLUG codefest.
Read over the docs, I'm sure this is possible...
