That's pretty much a file manager thing.  GNOME associates by mime-type, and I think KDE does as well.  You'll also see it in (IIRC) midnight commander, and things like tkdesk.  There isn't, to my knowledge, any command-line utilities to do this though.  Which is kind of a shame.  The one thing I really miss about windows is the command-line "start" command. :-(
