You are permitted to distribute a precompiled djbdns package if 

- installing the package produces exactly the same files, in exactly the
same locations, that a user would obtain by downloading, compiling, and
installing dnscache-1.00.tar.gz

It's a bit like the Pine license, really. Clearly in violation of the
DFSG.
