[SLUG] Traffic via two external interfaces

HI everyone,

The same client who is getting ADSL (thank you all who supplied me info on that) is interested in being able to send web traffic via either the ADSL connection OR a permanent modem link, depending on the user. That is stick some poor people with the modem access and in the process avoid download costs over the adsl. What is any is the best way to approach this?
