Ah, this one is relatively easy - it's called POLICIES...

We have the "power (l)user brigade" at work who think they know everything 
and try doing dumb things like this - they find that with the policies on 
their machines locked up tighter than... well, you get the drift..... it's 
damn near impossible...

Yes, it CAN still happen, but it lessens the time our desktop droids spend 
rebuilding machines.

Of course, if they are all of the same or nearly the same config, use GHOST 
and create a CD of the machine - makes reinstalls a breeze...
