I would agree with that doc being a load of racist crap. I will just 
pick up on that same thing "They make  no significant contribution to 
international science or engineering."
The arab world is building a syncrotron of their own. It will be 
finished and working well before our one being built in Victoria.
There is an example of their sci and technol being better than ours.
