[chat] Limiting download speed

Hi All,
	
	Please excuse me if it is a silly question to ask if
	it is possible or not to limit the speed at which some
	large file is downloaded (via ftp) ? 

	Say I am downloading a largish file over a 56k modem
	link but would like to dedicate only 2KB/sec bandwidth ?
	It is possible ? Or there is no such feature in the ftp
	protocol ?
