G'day....
Aside from the peculiarities of the other two licenses listed... No... Was
really just after an OpenSource licensed program.
Have found Dia and it seems to be great and fitting for the purpose.

Having just spent a bit of time drawing some speculative ones for TPTB at
work, I can give a big "hell yeah" for Dia. Comes in a windows flavour
for
the perverted, but this is, after all, a Linux mailing list...
As an aside, any particular reason why you must have a GPL tool over, say,
a
BSD or Artistic licensed program?
