"Well, in my days" {:-), also completing a degree qualified you to sit
for the licence. I'm hoping that that is still the case.

Being an electrician myself, I know that you need to prove a certain amount of practical experience to obtain your licence. How much this is, I couldn't tell you (been licenced for nearly 8 years now, haven't looked at my wiring rules for nearly 6, been out of the trade for 5)
