If you want apt/dpkg on Red Hat, you'll have to rely on Red Hat's genius.
They've chosen to use their own package management and online installation
system, so if you prefer apt/dpkg, you'll have to run Conectiva.

When Conectiva first built the RPM support for apt and dpkg, they thought
their work was over. Not at all: They had hundred of packages that had never
been scrutinised for dependencies as much as they had to be to work with apt
and dpkg. It was a massive task, but they did it quite successfully.

You don't need apt and dpkg on Red Hat. It already has its own system, plus
Dan Veillard's installer that has been around since rpmfind was started (he
was employed to work on the Red Hat installer because of this, his extensive
XML work, and because he's a legend anyway).
