Your genius programmers are the developers of dpkg and apt in the beginning
(it was designed to be used with different packaging systems, operating
systems, etc), and Alfredo K. Kojima (author of Window Maker, a brilliant
window manager).

[ I honestly think the RPM vs. dpkg thing is a big red herring. The
distribution is the thing that matters, not the packaging system. ]
