It would not matter whether you were trying to convince them to buy
something new, put on something free or write something for them.
The problem is entirely political and has absolutely NOTHING to do with the
technology, it's got a lot to do with centres of power.

This is the sort of attitude that creates silos within companies, and can
only be broken down by force (from the top: sell it to upper management) or
sneakiness (from the bottom: a killer app that needs the tool for the work
to proceed).
